..F....... [ZBX-7250] added an optional PHP gettext check in the frontend setup

Before the fix:
- Since gettext has been made optional in r40240, it no longer appeared in the setup pre-requisite step. 

After the fix:
- The PHP gettext check appears in the setup as on optional check displayed in orange color.
