....I..... [DEV-3893] reordered early autoconf macro calls

Emit the message about configuring the package immediately after
initialization, followed by autoconf configuration macro calls.

Explicitly specify the macro directory and add an explicit call to
AC_CANONICAL_BUILD instead of relying on AC_CANONICAL_HOST invoking it
for us. After we've done all that, only then initialize automake things.

Move calling AC_PROG_MAKE_SET to the group of other program handling
macro invocations.

These are all nits, but some order is needed.
