 - [ZBXNEXT-807] added facilities for getting functions from configuration cache

   These facilities will be unused for now because in function substitute_functions()
   we have to query the database for an item anyway and we are able to provide better
   error messages if we do it. These facilities will wait until we get to working on
   history cache for functions.
