.......PS. [ZBX-6370] added ability to monitor SNMP devices returning OIDs in decreasing or mixed order

Before this change:
   LLD discovery with SNMP OIDs or monitoring an SNMP item with dynamic index worked
   if SNMP device returned OIDs in increasing order. Arrival of a smaller OID resulted
   in error message "OID not increasing" and NOTSUPPORTED status.
   
After this change:
   Initially the "OID increase check" is active. If a smaller OID arrives then
   the "OID increase check" is deactivated and the OID is accepted and stored in memory.
   The following OIDs are accepted regardless of order and stored. If any OID is seen
   twice then a loop is detected and LLD rule or item becomes NOTSUPPORTED.
   Up to 1 million OIDs can be stored before the LLD rule or item turns NOTSUPPORTED.
