..F....... [DEV-1552] fixed using generic condition popup within operation popup

Two parts of client depends on this action.
Currently, one of these parts is refactored to not to use full page reload.
Since there is no full page reload, client must know how to render new
condition. The other use of condition popup would behave as before.
