........S. [ZBX-11426] fixed houskeeper events cleanup

Modified the rules for the housekeeper for not deleting event records
that are associated with an open problem. Problem and events that
will eventually remain in the correspondent tables, will be cleared in
subsequent passes by the housekeeper process.
