..F....... [ZBX-8707] fixed not being able to add an action operation condition

Before the fix:
- Adding an action operation condition would have no effect since that piece of code has been accidentally removed in r47383.

After the fix:
- The code has been restored and works correctly now. Additionally, unused code has been removed from CAction.php.
