..F....... [DEV-1552] implemented operation.get and operation.validate actions

- Both controllers respond using JSON format.
- operation.get - transforms db_operation into conf_operation format,
selects needed meta data for JS view to render.
- supports any operation, reggardless of "eventsource" and "recovery"

Note:
- Model is needed to describe operation, for now as always - assoc array
  is used.
